   Xiao face a big mountian in his life , this year was 2001.
 In the end of 90s , government has a big of economic structure adjustment, which  from Planned economy form changes to market economy pattern . Thus, the majorty of state owned - business (Enteprises ) were closed as they have not  a related effective business managment to subsistence in the marketplace . Of course, some Enterprise close down are because the Top leader  of these Enterprise occurs corruption or these top of leader who do not know how to business their enterprises in the marketplace . For instance, Xiao's working factory where is called The second abrasive (wheel) manufactory of China .,where this manufactory is one of Asia's largest comprehensive abrasive(s) factory   in the world . Howevery , in the year of 2001, the products market share of this manufactory  was declining gradually as many negative  factors effectiveness , such as economic policy factors and the managment factors of the enterprises .  In this year  when Xiao is a sales coated abrasives belts of superviser in somewhere.

What flap discs is

  Flap disc is an kind of abrasive disk and it also can be called sanding disc, used for metal finishing. Unlike the simpler flat disks, made from a circular flat sheet of coate abrasives.

The advantages of a flapwheel over a traditional disk are twofold:

   The separate flaps each attack the workpiece surface at a slightly different angle, and this varies slightly with tool angle. This avoids the common problem with flat sheets, where they produce repeated identical scratches.
    Abrasive wear is distributed more evenly across the flaps, and through the length of each flap. Flaps wear from their outer ends and the sheet carrier cuts back as the abrasive coating is worn away. The wheel remains useful even as the flaps erode. Compared to flat sheets, that are discarded after only a small area of the abrasive is truly worn-out, this is a much more efficient use of the abrasive material.
